<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> Planning Commission Members <br /> <br />FROM: Jessica Jagoe, Associate Planner <br /> <br />DATE: October 18, 2017 <br /> <br />RE: Outdoor Storage Discussion <br />From the Council discussion in August regarding the request for non-tenant outdoor storage at 3100 <br />Country Drive, city staff has prepared a chart (included with this memo) that shows our current <br />allowances for outdoor storage by zoning district. During the review of this planning case, several <br />considerations were identified as possible amendments to our current outdoor storage provisions. The <br />Council felt a discussion should take place with the Planning Commission at a workshop in order to <br />determine whether or not these points warranted staff creating ordinance language. The following are <br />the points that were discussed: <br /> <br /> Allowing non-tenant outdoor storage to a Little Canada business that is in a commercial <br />zoning district. <br /> Allowing non-tenant outdoor storage to a Little Canada business that is in a residential <br />zoning district (i.e. home occupation). <br /> Allowing non-tenant outdoor storage to the Property Owner when there is common <br />ownership between the two parcels. <br /> Modifying the proportion ratio for how outdoor storage is allocated in provision 914.030.G <br />which currently reads “The storage is utilized solely by those tenants of the principal <br />building in an amount proportionate to each tenant’s occupancy of said principal <br />building”. <br /> <br />Planning staff took these ideas and prepared the following options to be considered for either adding or <br />amending current language in the I-1, Light Industrial District Outdoor Storage regulations: <br /> <br /> Amendment to I-1 Interim Use Permit, Off-Site Outdoor Storage 914.045.A.3 - The owner <br />of the storage material owns and operates a business (the “operator”) in Little Canada zoned <br />I-1, Light-Industrial, or I-P, Industrial Park which is legally established in either a Business, <br />Industrial, or PUD District. <br /> This amendment still only allows those properties zoned I-1, Light Industrial <br />and 3100 Country Drive to apply for an IUP to rent outdoor storage, but it <br />broadens who may be allowed to store their materials off-site on the property. <br />The B-2 and PUD zoning districts are the two districts that currently allow or <br />have an approval for outdoor storage. The B-I, B-W, B-3, and B-4 zoning <br />districts do not allow for outdoor storage. By broadening to incorporate the <br />other Business zoning districts it would likely be a business that has office space <br />at one location and is seeking outdoor storage on another.
