MINUTES <br />CITY COUNCIL <br />JULY 9, 2002 <br />The City Administrator indicated that he would revise the flan based on the <br />discussion this evening and submit it to the Planning Commission for their review <br />and comment. Once those continents are received, the Plan will be submitted to the <br />Council for additional review. The Administrator indicated that he will revise the <br />dates in the Action Plan that will also include a January 1, 2003 implementation date <br />for the program. <br />The Administrator asked if the 2003 Budget should include a levy for this program. <br />The Council felt that for the first year the primary source of funding should be the <br />Presbyterian I-tomes development fee. Evaluation of funding beyond 2003 can be <br />done at a later date. <br />flan Del,onais property redevelopment project. <br />Council discussed the default status of the DeLonais property as well as the potential <br />for including this property into Sherman Associates redevelopment project. T'he City <br />AdminisU~ator suggested an amendment to the Development Agreement that the City <br />has with Bob Grootwassinl< and Maii< Hotzler which would give the City an option <br />agreement on the Det,.onais property versus exercising the C'ity's default option. <br />It was the consensus c~~f the Council that the City Administrator contact Grootwassink <br />and I-lotzler relative to the option agreement. Should it not be possible to negotiate <br />an option agreement, then the City would proceed with the default action. <br />Complete Counh•y Drive redevelopment. <br />Council reviewed the proposed action plan for completing the Country Drive <br />redevelopment. With regard to the north parcel, the Comicil agreed that should RAB, <br />LLC make the $20,000 '1'I F payment due the City on August I , 2002, the Council <br />will evaluate possible options with regard to RAB. However, if that payment is not <br />made, the City should initiate action to terminate RAB's interest in the parcel With <br />regard to the south parcels, (he consensus ofthe Council was to wait to acquire <br />additional parcels as they become available. The City Administrator was also <br />instructed to enforce the Code against the Franldin parcel relative to the fact that the <br />property cannot be utilized as residential and is limited to business use only. <br />Crime Hotspots. <br />Council agreed with the Crime 1 lotspots action plan as submitted, and it was <br />recommended that the Sheriff's Department provide a report to the Council that <br />would be reviewed at the August 28'x' Council meeting. <br />:> <br />
