STAFF REPORT

TO: Mayor Keis and Members of the City Council

FROM: Joel Hanson, City Administrator

DATE: February 22, 2018

RE: Animal Control Impound/Vet Services Contract

As you know, Hillcrest Animal Hospital is discontinuing their impound services arrangements with the
Contract Cities at the end of February. Mario Lee, our Animal Control Officer, has been diligently
working to find another provider for these services. The options were very limited. However, he was
able to secure an arrangement with the City of St. Paul. The services provided by this contract are very
similar to our past arrangement with Hillcrest. However, there will be an increase in fees charged as
indicated below:

Daily Boarding – Now $30 …………… Was $19
Admin. Fee – Now $35……………..…. Was $12
Disposal – Now $60………………….... Was $50

Also included as part of this memo is a summary of Mario Lee’s efforts to find a new service provider.
While this information was from late January, the only positive response received was from the City of
St. Paul.

Initially, we are entering in to our own contract with St. Paul for these services. They have indicated
they will want to create a joint powers agreement covering all of the contracting jurisdictions by no
later than 1/1/2019.

Given the circumstances we are facing, staff recommends we enter in to a control for Impound
Services with the City of St. Paul based upon the document attached.
