<br />1 of 2 <br /> <br /> <br />10062 Flanders Court NE – Blaine, MN 55449 – Ph: (763) 780-0450 Fax (763) 780-0452 <br /> <br /> <br />Memo <br /> <br />TO: Honorable Mayor and City Council Members <br /> <br />FROM: Lee Elfering, City Engineer <br /> <br />DATE: March 8, 2018 <br /> <br />RE: Suite Living Memory Care <br /> Plan and Drainage Calculation Submittal <br /> <br />We have received revised plans and drainage calculations for the Suite Living Memory <br />Care development. The development is located to the east of Rice Street at the current <br />property addresses of 2736 and 2744 Rice Street. The submittal documents were <br />prepared by AMI Consulting Engineers and dated March 6, 2018. The project proposes <br />to remove the existing residential homes and construct a single building memory care <br />unit and associated parking. Based upon our review, we have the following comments: <br /> <br />Preliminary/Final Plat <br />1. A revised preliminary/final plat was not included with the submittal. A revised <br />plat should be provided that addresses the comments made to the Planning <br />Commission on February 8th, 2018. <br /> <br />Utility Plan Details <br />1. All watermain fitting bolts noted on the Wet Tap detail should be stainless <br />steel. <br />Drainage Calculations <br />1. The impervious area in the revised storm water narrative has been reduced <br />by 0.05 acres from the original document. In a review of the plan we cannot <br />easily identify where the reduction has occurred. An electronic AutoCAD <br />drawing should be provided so that the area can be confirmed. <br />2. The proposed drainage calculations should be modeled without infiltration to <br />determine the effects on the system if the infiltration/filtration ability of the <br />basin ceases to operate as designed. <br />3. The storm water narrative discusses the required draw down area of the <br />filtration basin. The required area should be based on the actual volume <br />provided in the plans (volume of the basin to be constructed). <br />4. The time of concentration paths for the existing conditions should be <br />reviewed as the exhibit does not match the inputs into the HydroCAD model <br />for E1 and E2.
