The elevation of the existing boulevard inlet off Rice Street is shown as 941.0 <br />on the plans, but the inputs for Pond P2 in the existing conditions model <br />indicate an elevation of 941.40. This discrepancy should be addressed. <br />6. The time of concentration paths are only shown for P1 and P3 on the <br />proposed drainage exhibit. The sheet flow for these areas do not match the <br />grades shown on the grading plan and should be revised. Routes should be <br />added for the other areas and Subcatchment P4 in particular appears to have <br />an incorrect time of concentration. <br />7. The 8-inch outlet device for Pond 2P:FILT2 should be revised to reflect the <br />correct pipe material. <br />Landscape Plan <br />1. The slopes of the pond above the normal water level of the proposed pond <br />are called out to be seeded with MnDOT seed mix 33-262. This is a seed mix <br />consisting of 42% native grasses, 1% forbes (native flowering plants), and <br />57% oat cover crop. Establishment of these native mixes, especially the <br />forbes portion can take several years. Due to the relatively small area of the <br />pond slopes plug plantings or large plants should be used to supplement the <br />seeding to make the pond more of an amenity to the site. The Watershed <br />provides assistance with planting plans of this nature and would likely assist <br />the Owner with a planting design. <br /> <br />General Comments <br />1. There is over one acre of disturbance for the project and therefore a Ramsey <br />Washington Metro Watershed District and National Pollution Discharge <br />Elimination System (NPDES) permit will need to be obtained. Documentation <br />of the permit approvals will be required prior to any work. <br />2. Permits should be provided for the impacts in the County right-of-way along <br />Rice Street. <br />3. A copy of the stormwater pond maintenance agreement with the Watershed <br />should be submitted for City review prior to execution to ensure the inclusion <br />of maintenance of plantings in the pond area or a separate maintenance <br />agreement with the City shall be required. <br />At this time there are comments that have not been addressed to the satisfaction of staff. <br />We have given the Developer until 8:00 a.m. Tuesday, March 13th to submit information <br />before a final recommendation is made. If new information is received a supplemental <br />report will be given to the Council as an addition to the agenda packet prior to the <br />Wednesday meeting. If no additional information is received by the deadline, staff would <br />recommend tabling the development until the comments are addressed.
