<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Joel Hanson, City Administrator <br />Jessica Jagoe, Associate Planner <br /> <br />DATE: March 23, 2018 <br /> <br />RE: Ordinance 825 – Revised Water Rates and Organized Collection Rates <br />The City Council approved Ordinance 824 amending the 2018 Utility Billing rates on March 14th. <br />Upon further review, the amendment did not include the Lawn Sprinkler Water Rate, Recycling <br />Administrative Fee, or Yard Waste seasonal rates that are part of our on-going rate structure. Also, we <br />need to modify our sewer rate due to issues with our billing software. Specifically, we need to keep <br />the sewer minimum charge of $43.64/quarter for 7,000 gallons of usage and eliminate the $15.00 base <br />charge. This means the only change to the sewer rate is the volume based charge will increase from <br />$3.80 per 1,000 gallons of water used to $3.90 when compared to 2017 rates (same as our previous <br />recommendation). <br />These changes are consistent with how billings were done in 2017 and are also consistent with our past <br />recommendation. These changes are essentially a housing keeping item to ensure our current rate <br />processes are maintained. Exhibit A included with this memo shows the amended rates for 2018. <br />Staff recommends the Council adopt Ordinance 825 which amends the Organized Collection and <br />Water & Sewer Rates for 2018 as presented. <br />
