MINUTES <br />CITY COUNCIL WORKSHOP <br />MARCH 14, 2018 <br />Fischer asked what the next steps really are for developing a plan for a <br />downtown and what can the City do to help move the idea along. The City <br />Administrator stated that we would likely be more successful with new housing <br />rather than retail. Keis stated that there is a lot of information online about <br />creating downtowns and town squares. <br />The City Administrator reviewed the Parks Development action plans. He noted <br />that the upcoming joint meeting on March 22 with the Parks Commission will <br />be very important to finalizing the Parks Master Plan. He stated that the dates <br />for the other action items on this list can be modified if needed after the joint <br />meeting. <br />The City Administrator reviewed the action plan for working with the Ramsey <br />County Sheriff s Department on critical incident responses and understanding of <br />hiring/training practices. He stated that there is mini -academy scheduled for <br />April 10 for the City Council and -four members have signed up. An outline of <br />the discussion points has been prepared to guide the evening's event. The <br />consensus of the Council was that tours should be voluntary after the main <br />meeting, if at all. He noted that further actions can be determined after the <br />academy. <br />The City Administrator reviewed the creating a housing rehab program action <br />plan. He stated that staff has met with the Center for Energy & Environment so <br />far, and they are doing the programs for Ramsey County. He noted that they <br />will meet with Neighborworks and St. Paul Planning and Economic <br />Development staff to find out if there are more options. He reported that the <br />Center for Energy & Environment staff indicated they could have a program in <br />place for us within a couple of months. <br />The City Administrator reviewed the community survey action plan and target <br />dates. He noted that the completion dates listed have the survey being done in <br />June, but the Council may want survey questions that ask things that we are not <br />ready to ask yet given the lack of planning on some of the items. He stated that <br />the survey dates can be changed if the Council chooses. Discussion ensued <br />about timing and options for the survey. <br />There being no further business, the workshop was adjourned at 7:14p.m. <br />Zoo 4 <br />r <br />11— <br />To T.
