10062 Flanders Court NE – Blaine, MN 55449 – Ph: (763) 780-0450 Fax (763) 780-0452 <br /> <br />Z:\PROJ\120210E - 2018 Street & Utility\0060\Memo-041118-CC (Summary of Bid Results & Recommendation for Award).doc <br /> <br /> <br />Memo <br /> <br />TO: Honorable Mayor and City Council Members <br /> <br />FROM: Lee Elfering, City Engineer <br /> <br />DATE: April 11, 2018 <br /> <br />RE: 2018 Street & Utility Improvements Project <br /> Bid Summary & Recommendation for Award <br /> <br /> <br />As indicated in our previous memo, bids were opened for the above referenced project <br />at 10:00 a.m. on Wednesday, April 11, 2018 in accordance with the Advertisement for <br />Bids. Three (3) bids were received from the following companies listed below from <br />lowest to highest total bid: <br /> <br />Corporation Total Bid <br />Hardrives, Inc. $ 716,454.52 <br />T.A. Schifsky & Sons $ 902,348.26 <br />Bituminous Roadways $1,020,271.08 <br /> <br />The engineer’s estimate completed at the end of plan and specification preparation was <br />approximately $670,000.00. The low bid received from Hardrives Inc. is approximately <br />7% over the estimated costs, but based on the bids received appears to be competitive <br />and all bids have been reviewed for errors and/or omissions. Hardrives Inc. has <br />completed several projects for the City over the years and past experience with them <br />reflects that they are a responsive and responsible bidder. <br /> <br />A small portion of the project work, a water extension on Jackson Street and driveway <br />curbing on Country Drive, was added to the plans at the request of individual property <br />owners. This work does not significantly affect the cost of the project, but it will only be <br />completed if approval is received from the property owners and assessment waivers are <br />executed for the work. <br /> <br />Fifty percent of the street work on Jackson/Old C/Lake Shore and Park View Court is <br />being assessed to adjacent property owners following the City’s assessment policy for <br />street rehabilitation. At the Public Hearings it was explained to residents that the <br />assessments were estimated and that the final costs could go up or down based on the <br />pricing received and the actual quantities used on the project. Based on the low bid <br />received the assessments may be 10%-20% higher than those presented at the Public <br />Hearing depending on the final quantities used. In review of the bids we believe the City <br />received a competitive price for the work and the higher costs are a result of the current <br />upward trend in construction prices and materials and delaying the work to a future date <br />would only increase costs further. <br />2
