MINUTES CITY COUN(:;IL JULY 24, 2002 Fahey suggested that further discussion of the Poolside architectural review be delayed until later in the meeting to give the Council an opportunity to review the 1984 meeting minutes. PUD, hahey opened the Public Hearing for the Planned Unit Development to PRELI~9INARY develop a mixed residential and commercial development project PLAT, consisting of 79 senior housing units and 14,000 square feet of retail ARCHITECTURALspace, Preliminary Plat, Architectural Review, and Concept PUD for 51 I2CVIEW, AND townhome units for Village Square at Little Canada as presented by CONCi'JPT PUD - Sherman Associates. It was noted that the Planning Commission has VILLAGE recommended approval subject to modifications to the access for the SQUARE AT underground parking garage and compliance with the recommendations LITTLE CANADA of the City Planner and City Engineer. George Sherman, Sherman Associates, presented Village Square at Little Canada. Sherman reported that the senior building includes 79 units of senior housing, a substantial amount of community space including eating area, warming Kitchen, exercise room, library, and other facilities. The building also includes 14,000 square feet of retail space. Sherman reported that he has pre-leased 10,000 square feet of this space to a salon, deli, and beauty parlor. Sherman reported that most of the comments at the Planning Commission level were directed at access to the underground garage. Sherman presented a revised drawin<~ which modifies the previous access and which addresses the concerns raised by the Planning Commission. Sherman pointed out that the result of this revision eliminates one townhome unit. i-fowever, in working through the townhome concept plan, it may be possible to add that unit back in. kirk Villette, architect for the project, noted that the revised entry for the underground parking provides a more defined sense of entry for the senior building. Sherman noted there was discussion at the Planning Commission meeting about the appropriateness of the number of one level townhomes. Sherman noted that the townhomes along Little Canada Road are proposed to be two-stoi.y. The remainder of the townhomes are proposed as one- level with approximately 70% being walkout units or having full basements. Sherman noted the comments by the City Planner relative to providing a variety of housing styles. Fahey noted that the Council had directed Sherman to develop one-story townhomes so that this development is geared to seniors. However, he 9
