provided in the plans (volume of the basin to be constructed).
4. The time of concentration paths for the existing conditions should be
reviewed as the exhibit does not match the inputs into the HydroCAD model
for E1 and E2.
5. The elevation of the existing boulevard inlet off Rice Street is shown as 941.0
on the plans, but the inputs for Pond P2 in the existing conditions model
indicate an elevation of 941.40. This discrepancy should be addressed.
6. The time of concentration paths are only shown for P1 and P3 on the
proposed drainage exhibit. The sheet flow for these areas do not match the
grades shown on the grading plan and should be revised. Routes should be
added for the other areas and Subcatchment P4 in particular appears to have
an incorrect time of concentration.
7. The 8-inch outlet device for Pond 2P:FILT2 should be revised to reflect the
correct pipe material.
Landscape Plan
1. The slopes of the pond above the normal water level of the proposed pond
are called out to be seeded with MnDOT seed mix 33-262. This is a seed mix
consisting of 42% native grasses, 1% forbes (native flowering plants), and
57% oat cover crop. Establishment of these native mixes, especially the
forbes portion can take several years. Due to the relatively small area of the
pond slopes plug plantings or large plants should be used to supplement the
seeding to make the pond more of an amenity to the site. The Watershed
provides assistance with planting plans of this nature and would likely assist
the Owner with a planting design.
General Comments
1. There is over one acre of disturbance for the project and therefore a Ramsey
Washington Metro Watershed District and National Pollution Discharge
Elimination System (NPDES) permit will need to be obtained. Documentation
of the permit approvals will be required prior to any work.
2. Permits should be provided for the impacts in the County right-of-way along
Rice Street.
3. A copy of the stormwater pond maintenance agreement with the Watershed
should be submitted for City review prior to execution to ensure the inclusion
of maintenance of plantings in the pond area or a separate maintenance
agreement with the City shall be required.
3. Signage Plan subject to:
• Option #2 of Developer’s Submittals for the monument sign with compliant setback;
• A wall sign on the west elevation;
• Total square footage of all signage to be 100 square feet or 15% of the west wall dimensions;
whichever is larger.
4. Landscaping Plan subject to:
• The Applicant should prepare a grading plan which has the least impact and grading
disturbance along the south property line to permit the existing tree survival wherever
possible. This includes, but is not limited to, establishing a “no disturbance” zone
around the drip line of the oak trees on neighboring private property;
• Planning staff would recommend the addition of pond plantings to enhance the visual
impact of the project from Rice Street. The design of the plantings should be
coordinated with and approved by the Ramsey Washington County Watershed District.
Additionally, the redesigned plan should incorporate a safety element between the
stormwater pond and path;
• The Developer shall enter into a maintenance agreement with the City or the Watershed
District to ensure drainage and aesthetics of pond are adequately maintained;
9
