MINUTES <br />PARKS & RECREATION COMMISSION WORKSHOP <br />February 22, 2018 <br />Canadian Days Committee believed the intent was to create a more grand <br />entrance to the park, but this may be better accomplished through signage <br />at the corner of Centerville and Eli Road. The Community Services <br />Manager stated the City Engineer had submitted a rough estimate for the <br />cost to build an entrance to the park from Centerville and just the road cost <br />was $100,000. Kost suggested expanding the current parking lot in <br />addition to new signage. The Commission was in favor of maintaining the <br />existing entrance and expanding the current parking lot. <br /> <br />The second comment stated, “Clear brush, limb up trees in the northwest <br />corner of the park.” Chair Miller explained the Commission had discussed <br />this recently. The Community Services Manager stated the City had <br />$20,000 set aside to clean up the area, and the work would begin this <br />spring. <br /> <br />The third comment stated, “Expand parking lot along Eli Road.” Kost <br />asked if there was adequate parking for visitors besides during Canadian <br />Days. Horwath explained there was not adequate parking for shelter rental. <br />The Community Services Manager stated the maximum capacity of the <br />upper shelter was 125 people. Kost explained it would be best to expand <br />parking to the west. The Community Services Manager stated there are <br />currently 31 parking spots. Horwath suggested the plan include a goal to <br />evaluate parking needs at Spooner Park. <br /> <br />The fourth comment stated, Relocate or adjust alignment of the <br />playground to better accommodate car show access in and out of the <br />park.” Kost suggested changing the orientation of the playground to allow <br />access for the car show. The Community Services Manager stated the <br />Commission had viewed plans to keep the playground container where it <br />is, because it would add significant cost to move it. He explained that <br />moving the planting bed would allow the car show the access they needed. <br />Kost stated in his design he added a path around the playground, which <br />would provide a place for guardians to stop and rest or watch their child. <br />The Community Services Manager asked if poured in place rubber would <br />meet ADA requirements in lieu of the path around the playground. Kost <br />stated he was not sure. Horwath asked if the trail to the playground was <br />ADA accessible. The Community Services Manager stated he wasn’t sure, <br />but the trail didn’t go all the way to the playground and that connection <br />would have to be made. Horwath suggested adding signage near the park <br />entrance to let people know about the playground. He also asked staff to <br />see if the current trail grade meets ADA accessibility requirements. The <br />Community Services Manager said he would talk to the City Engineer <br />about the trail grade and if it meets ADA requirements. <br /> <br />The fifth comment stated, “Remove existing trees where necessary and re- <br />grade the center green area of the park to increase level areas for car
