<br /> <br /> <br /> <br />MEMORANDUM <br /> <br />TO: Little Canada Planning Commission <br /> <br />FROM: Stephen Grittman <br /> <br />DATE: April 6, 2018 <br /> <br />RE: Little Canada - Caribou Coffee - Conditional Use Permit <br />(Architectural Review) and Setback Variances <br /> <br />FILE NO: 758.09 - 18.02 <br /> <br /> <br />BACKGROUND <br /> <br />Charles Schatz of Reprise Design, on behalf of Caribou Coffee and the property owner, <br />has submitted plans calling for the construction of an 1,800 square foot Caribou Coffee <br />shop upon a 24,347 square foot site located at the southwest corner of Little Canada <br />Road East and the Interstate 35E south-bound on-ramp (228 East Little Canada Road). <br /> <br />To accommodate the proposal, the following approvals are necessary: <br /> <br />1. Conditional use permit, together with an architectural review, to accommodate <br />coffee shop with an accessory drive-through lane. <br /> <br />2. Variances from the following setback requirements: <br /> <br />A. 40-foot side yard setback along a public right-of-way. <br />(a 20 foot (+) building setback is proposed). <br /> <br />B. 5-foot curb barrier setback. <br />(a zero-lot line setback is proposed). <br /> <br />The subject property is zoned B-4, Comprehensive Business, within which coffee shops <br />are considered a permitted use. The purpose of the B-4 District is to provide for the <br />establishment of commercial and service activities which provide a mix of business use, <br />including neighborhood, auto-oriented, and general business. <br /> <br />The site is guided for commercial use by the City’s Comprehensive Plan. In this regard, <br />the zoning of the property is consistent with its guided land use. <br />
