7 <br /> <br />Disabled Parking. Appropriately, one off-street parking stall has been dedicated for <br />use by disabled persons. <br /> <br />Principal Building Setbacks. As in the case of the requested curb setback variance, the narrowness of <br />the lot and related factors contributes greatly to the need for variance. Without such <br />variance, site functioning and specifically vehicular circulation will be significantly <br />impacted. To the point, in fact, that development of the proposed use on the subject <br />property may not be possible without variance. <br /> <br />Also, to be noted is that the nature of the abutting right-of-way, in this case, is atypical. <br />Typically, 40-foot principal building setbacks are applied to provide uniform separation <br />between streets and buildings and a degree of visual consistency. <br /> <br />Planning staff believes that the granting of the building setback variance is appropriate <br />in this case, given the narrowness of the lot and the nature of the abutting right-of-way. <br /> <br />Building Materials and Facade Design. While building elevations have been <br />submitted, finish materials have not been specified. The elevations do however, depict <br />intended building colors. As shown, the base of the building is to be tan in color while <br />areas above the base are to be brown in color. <br /> <br />Such materials must comply with applicable building material requirements of the City. <br />The City’s architectural guidelines specify masonry materials, including brick, stone, and <br />decorative concrete, along with extensive glass and limited architectural metals, as the <br />primary materials. While the drawings appear to be consistent with these requirements, <br />as a condition of CUP approval, the submitted building elevations should be modified to <br />specify intended finish materials. <br /> <br />Building Height. The proposed coffee shop measures 20 feet in height which falls well <br />within the maximum 36-foot height requirement imposed in the B-4 District. <br />
