MINUTES
CITY COUNCIL,
AUGUST 14, 2002
R~QUTST Kathy Smith appeared before the Council and expressed interest in
TO PURCHASE purchasing the property on Noel Drive (hat is owned by the City. Smith
NOEL DRIVE outlined her plans fbr the consu~uction ~~>f a house on the property. She
PROPERTI' reported that the house she. is planning would be a replica of a grist mill,
and noted the proximity of (he pro~~eriy to Gervais A1ill Park.
Fahey noted that in the ~r<~s~ (he Ci(y has discussed the possible use ofthis
property for a new City Garage. I~~ehey felt that before the Council could
make a decision on whether or not to sell the property, staff should put
together a list of potential City uses ofthis property.
'The City Administrator reviewed his report relative to this issue, and noted
that some of the issues that may need to be researched are how the City
acquired the pro~,~criv, potential uses of the site, soil conditions, etc. The
issue should also be prescn[rd to the Parla c~ Recreation Coimr~ission for
a recommendation. 13clbri~ ad<'Iressing these issues, the City Administrator
indicated that he waned to determine if (here was any interest by the
Council in the possible sale of the property.
Fahey noted Smith's comment in her memo regarding the division ofthis
property into two lots. Smith repor~cd that while she is not sure whether
or not she wand divldc the- ~,n~operty and construct a second house, she
could not say Ihat she ~~-ould de(inilcly retain the property as one lot.
Fahey felt that the ,,rill mill house concept was a creative way to acquire
land in Lit(le Canada. Flc noted, ho~n~ever, that the grist mill appearance is
nothin~~ more than the outside appearance of the house. This would not be
a facility that would be open to (he ~~eneral public. Fahey stated that his
initial reaction is that he is no[ inclined to sell the property for this
purpose.
Anderson noted thel typicaliv a ~,risl mill ~n~hcel is set on water. Smith
replied that that ~n-as correct She noted (hat the wheel would likely give
the appearance ofa IuII ~checl, but ~~,ould be on grade and give the
appearance ofa grist mill.
Anderson felt that the first issue. is whether or not the City should sell the
property. 1'hc grill mill concept is secondary.
Fahey stated that Smith's concept of a grist mill house does not justify the
sale of the prod>erty "the lust step would be to determine if the City has
any need for this ~,xoperly
