MINU"TES <br />CITY COUN<aL <br />AUGUST 14, 2002 <br />felt t'hat' the loan program should limit funding for improvements that fall <br />into the maintenance category. <br />Anderson suggested that the guidelines include a basic total discretion <br />clause in the eligibility criteria ~o~hid~ would allow loan applications to be <br />accepted or rejected for any reason at all. 1=ahey agreed that loan <br />application approval of disa~'>proval should be at the sole discretion of the <br />13DA. <br />The Administrator pointed out thru some applicants may asl< for the <br />maximum loan amount while putting additional private money into the <br />project. That scenario was acceptable to the Council. <br />Anderson suggested some wording, changes relative to Item 3.H. and <br />increasing the revie~n~ period Io ~0 days. The rest of the Council found <br />these suggested changes acceptable Council also fell that exterior <br />maintenance items such as ruollm~ should remain in the guidelines at this <br />point ~,iven the addilinn ofa u>(aI disa~c(ionary clause. <br />The City Administrator indicated that he ~n~ould put the guidelines into <br />final form and revie~~~~ them with local banla to determine their interest in <br />particii,~ating. Once that ini)ul is obtained, he will bring the guidelines <br />back to the Council 18r adoption. <br />CODE The Cily Adminisu~aii>r reviewed his recommendation with regard to the <br />ENEORCE~9ENT City's code enlbrcerneni priorities.
