MINUTES
CITY COUNCIL
MAY 9, 2018
2018 DEER The City Administrator explained that Ramsey County's aerial survey
MANAGEMENT results have come in and they indicate that Little Canada on has 19 deer in
PLAN the City. He noted that this is the lowest number counted since 2003, and
that count was made over a smaller area. He stated that given the lower
count and the goals that the Council established in past deer management
plans, no control efforts are warranted in 2018.
John Sculley, 3000 Labore, stated that recently he has had 13 deer, 10 deer
and 8 deer at various times in his yard. He noted that there are still a lot of
deer in the area.
Montour stated that he can only make a decision using factual information
which is what is received from the county. Keis stated that he is in favor
of re-evaluate the need next year when the 2018 count is done.
Keis introduced the following resolution and moved its adoption:
RESOL UTION NO. 2 018-5-9 7 APPROVENOTCOAD UCTINGA
DEER HUNT IN 2018 AND RE EVAL UA TE IN 2019 AFTER
ANOTHER DEER COUNT IS DONE; APPROVING THE 2018 DEER
MANAGEMENT PLAN AS PRESENTED BY THE CITY
ADMINISTRATOR
The foregoing resolution was duly seconded by Fischer.
Ayes (4).
Nays (0). Resolution declared adopted.
SUITE LIVING/ The City Attorney reported that the closing for the land acquisition is
DIGNICARE planned to happen tomorrow, and there have been some amendments to
AMENDED the documents. He explained that the original plan was to front $400,000
DEVELOPMENT for the land, but they have requested to be fronted $450,000 to account for
DOCUMENTS land preparation costs that they did not anticipate.
The City Attorney stated that there were some minor technical changes,
but the main points of the documents have not changed. He stated that
one change is that instead of Dignicare owning the project, they are going
to do a master lease of the development with Suite Living. He noted that
it appears they have structured a project like this before. The one problem
is that previously if the project went bad, the City would take over and sell
the project. Now, if the project goes bad, the lease with Suite Living
would have to be dealt with first before being able to sell the property.
Keis asked if the additional $50,000 requested was in the current
agreement. The City Administrator stated that the Developer has asked
for that change to address demolition related costs and this was not part of
3
