MINUTES <br />CITY COUNCIL <br />AUGU51' 28, 2002 <br />COUNTY The City Administrator reported that the County Board is considering <br />HRA LEVY imposing an HRA levy on taxpayers to support economic development <br />and redevelopment on a Countywide basis. The Administrator noted that <br />the levy is being considered in light of the difficulties in providing <br />assistance to projects through other means. The County has asked cities to <br />comment on this issue. <br />Fahey noted that while the County would be taxing Little Canada property <br />owners, there is no guarantee that any of this money would be used for <br />Little Canada projects. Fahey stated that he did not want to see Little <br />Canada property owners paying for projects in other communities. <br />The City Administrator agreed that an equitable distribution of these <br />dollars throughout the County will be a problem. <br />Fahey stated that he did not support the levy unless a formula is worked <br />out to ensure an equitable distribution of dollars. Fahey also felt that Little <br />Canada did not need these dollars, and would be a contributor to the <br />program rather than a gainer. Fahey did not feel a program such as this <br />was a role that the County should fill. <br />Montour suggested that programs such as this are already occurring, <br />pointing out Community Development Block Grants. The City <br />Administrator reported that CDBG funds are Federal dollars. I-Ie also <br />noted that the City has faired well in past applications for these dollars. <br />Scalze pointed out that this program differs from CDBG given that it <br />would be a direct levy on taxpayers. <br />The City Administrator indicated that while economic development <br />dollars such as this would be helpful to Little Canada, the City does not <br />have the staff that larger cities do to make use of this type of program. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2002-H-215 -INSTRUCTING CITYSTAFF TO <br />INFORM THE COUNTY THAT THE CITY OF LITTLE CANADA <br />DOES NOT SUPPORT THE PROPOSED HRA PROGRAMAND <br />THAT IF THE COUNTY PROCEEDS ANYWAY, THE CITY OF <br />LITTLE CANADA REQUESTS THE PROGRAM INCL UDE A <br />FORMULA FOR THE EQUITA737.E DIS7R773UTION OF THE <br />GRANT DOI.LABS <br />19 <br />
