MINUTES <br />CITY COUNCIL <br />SEPTEMBER 11, 2002 <br />Upon motion by LaValle, seconded by Montour, the public hearing was <br />closed. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESO7 UTION NO. 2002-9-203 - VACATING A PORTION OF THE <br />PARK STREET RIGHT-OF-WAY AS RECOMMENDED 13Y THE <br />CITY STAFF <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (5) LaValle, Anderson, Montour, Scalze, Fahey. <br />Nays (0). Resolution declared adopted. <br />ARCADE Jim Tolaas, Ramsey County Public Works, appeared before the Council to <br />BRIDGE report on the status of the Arcade Street bridge project. Tolaas reviewed <br />PROJECT the history of the project that began with the County sponsoring an art <br />competition to try to get a bridge design that would make an aesthetic <br />statement rather than just being a transportation element. A design was <br />chosen and through the final design process and bidding, the actual cost of <br />the bridge was in excess of available funding. The low bid for the project <br />was $1.2 million. The County then worked with the State to try to <br />simplify the design to lower the cost. That effort was unsuccessful. <br />Tolaas presented the new bridge design to the Council that is MN DOT's <br />transportation arch design. Tolaas indicated that the County wanted to <br />present the design to the Cities of Maplewood and Little Canada before <br />the project is bid. He noted that the bridge will be paid for through <br />Federal bridge bond dollars and County funds. Once the bridge is <br />completed, it will be turned over to the City of Maplewood. <br />Tolaas explained that by bidding the project now, the bridge elements will <br />be able to be fabricated over the winter. Tolaas anticipated that footings <br />would be poured in March or April and the bridge elements then <br />assembled on site. He estimated that the construction process would take <br />8 weeks, and indicated that specifications would be written requiring that <br />the bridge be completed by the Memorial Day weekend. <br />Tolaas reported that there would be sidewalks on either side of the road <br />pavement on the bridge and these would be a minimum of 6 feet in width. <br />Scalze asked if NiN DOT funds would be used for the project. Tolaas <br />replied that Federal and State bridge bond dollars would be used in the <br />amount of $216,000. The County will pay the remainder of the cost, and <br />
