MINUTES <br />CITY COUNCIL <br />SEPTEMBER 11, 2002 <br />the owners are asking a very high price on the back piece of property. If <br />only that portion of the land is acquired, the front piece with the building <br />would still be left under control of someone else. The Administrator <br />suggested that the City should look at the bigger picture now. The <br />Administrator also reported that Sherman has indicated that if the price is <br />acceptable, he would reimburse the City. The Administrator suggested <br />that the City proceed with the appraisal, and once that amount is known, a <br />decision can be made as to whether or not to proceed with acquisition. <br />The Administrator noted that the Ultimate Golf property is for sale at this <br />time, and the asking price is $1.1 to $1.2 million. <br />Fahey felt that the property should be acquired for a fair price, and he was <br />prepared to move forward on that issue. <br />Anderson also felt that the City needed to be aggressive with Sherman on <br />recouping costs. The City Administrator noted that in recouping costs, the <br />City will also consider the impact on the TIF District. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />RESOI. Resolution declared adopted. <br />2003 The Council noted that a workshop was held prior to the regular Council <br />PRELIMINARY meeting to review the preliminary 2003 Budget. At that workshop, the <br />BUDGET City Administrator recommended a preliminary gross levy increase of 4% <br />which results in a preliminary net levy increase of 3.02%. <br />Anderson suggested that the Council adjust those amounts upward for the <br />event of the Governor unallocates local government aid dollars. Fahey felt <br />that at this point the City should assume it will get the local government <br />aid that has been allocated to Little Canada. In the event of the loss of <br />these dollars, the City can cover that loss with reserves. The City would <br />then have to levy more dollars in the next year to make up for this loss. <br />Anderson pointed out that once the preliminary levy amount is set, the <br />City cannot levy any higher. The City Administrator agreed there was a <br />risk that the City would lose its LGA. However, he pointed out that the <br />City has I year of LGA dollars set aside in reserves.
