MINUTES <br />CITY COUNCIL <br />SEPTEMBER 11, 2002 <br />could absorb the loss for one year, but would have to increase the levy the <br />following year. <br />Fahey stated that he would rather take a more conservative approach and <br />not increase the preliminary levy amount.
