MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2002 <br />Altendorfer next presented information on tl7e types of calls, and noted that he will <br />highlight those areas where it may be possible to have an impact. <br />Fahey asked about the 911 hang-up calls. Altendorfer indicated the dispatchers will <br />screen these hang-up calls to determine if there is the need for a squad to be <br />dispatched. These calls can range from a cell phone going dead, to children playing <br />on the telephone, to the need for an emergency response. If an response is needed, <br />the dispatcher will send a squad. <br />Altendorfer noted the number of alarm calls acid suggested that it may be possible <br />through City ordinances establishing penalties for false alarms to reduce the number <br />of these calls. Fahey noted that the revenue generated by false alarms is significantly <br />down from last yea~~ due to the fact that the City has a false alarm ordinance. Fahey <br />indicated that as a result of enforcement of this ordinance, property owners have been <br />making the needed adjustments to their alarm systems to minimize false alarm <br />activity. <br />Scalze noted the number of calls at the Alternative Learning Center on Rice Street <br />and County Road B-2. Altendorfer explained that ALC has a School Resource <br />Officer on site to handle situations at the school. There are times that the School <br />Resource Officer asks for additional assistance, but for the most part the SRO has <br />been able to address the issues at the school. Prior to the SRO being on site, <br />Altendorfer reported that the Sheriff's Department was sending a squad over to the <br />school on almost a daily basis. The SRO has a squad car parked at the school which <br />provides additional visibility. The 916 School District is paying for the cost of the <br />SRO and the squad car. There was some discussion about the City's charging School <br />District 916 for additional police calls to the school, and it was suggested that perhaps <br />some research should be done on the City's ability to assess all non-tax-paying <br />entities for police protection. Altendorfer felt there were minimum calls for <br />assistance at the ALC, and the administrative effort of tracking those calls and <br />applying a cost factor would not be worth it. <br />LaValle asked about warrant arrest activity. Altendorfer replied that the majority of <br />wan~ant arrests are by the deputies versus the County's Warrant Apprehension Team. <br />These generally occur as part of traffic stops. <br />LaValle asked about calls for assisting other agencies. Altendorfer replied that these <br />are generally the Rice Street squad that may be providing assistance in Roseville. He <br />noted that there is a separate category for assistance to the Fire Department. <br />Anderson asked if there was an increase in calls related to fireworks given the <br />Legislature's action legalizing some fireworks this year. Altendorfer felt that the <br />number of fireworks calls had not increased. Anderson asked about gun permit <br />activity. Altendorfer replied that that relates to processing of permits for gun <br />
