Pipeline safety issues would be a <br />consideration on a case-by-case basis as development proposals are <br />proposed. Anderson felt that the same conclusion could be achieved <br />without the need to adopt a policy that would impact other properties in <br />the City. <br />LaValle asked about the proposed street connection to Viking Drive. <br />Scalze noted the development moratorium on the Palmen property. <br />Fahey stated that he was not in favor of adopting a setback policy as it will <br />raise concerns for other property owners in the City. Fahey felt it was <br />reasonable to live within the State's standard of no development within the <br />easement area. Fahey asked why the City would want to tell other <br />property owners that they have a potential safety hazard. <br />Scalze noted that the City adopts or changes policies all the time based on <br />a net set of knowledge. She further noted that a policy is a guideline and <br />not a law. LaValle further noted that the policy would be applied to new <br />construction and not existing homes. <br />Fahey pointed out the City Attorney's concern about enforcement of a <br />policy.
