MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2002 <br />PRESERVE PLAT AND AS PART OF CONSTRUCTION, IF THE <br />PLAT IS APPROVED, THE CITY WILL REQUIRE REVIEW AND <br />APPROVAL. OF GRADING AND CONSTRUCTION PLANS TO <br />MINIMIZE THE POTENTIAL IMPACT ON EXISTING <br />RESIDENCES, THE PROPOSED HOMES, AND THE WETLAND <br />AREA IN THE EVENT THAT A MISHAP OCCURS, WITH THOSE <br />PLANS TO INCL UDE SWALING AND BERMING TO CONTAIN <br />LEAKAGE SHOULD A PIPELINE RUPTURE OCCUR <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (5) Fahey, Anderson, Scalze, Montour, LaValle. <br />Nays (0). Resolution declared adopted. <br />RECESS At this point in the meeting, 10:08 p.m., Council took a short recess. The <br />meeting was reconvened at 10: I S p. m. <br />TEMPORARY Perry Linn, Goodyear Tires, appeared before the Council requesting they <br />SIGN consider an amendment to the temporary sign ordinance which would <br />ORDINANCE allow him to hold special promotional events at his business. Linn <br />reported that he would like to hold festival-type events that would include <br />a tent, balloons, pennants, banners, an inflatable tire. Linn indicated that <br />these events would general a quick burst of energy for his business. He <br />estimated that he would hold two per yeas' for 7 to 10 day periods. <br />Linn reported that the City's temporary sign ordinance provides for three <br />temporary signs at one property per year, regardless of the number of <br />tenants that might occupy a property. Linn noted that if one of his tenants <br />obtains all three permits early in the year, there are no permits left for the <br />remainder of the businesses. <br />Fahey stated that he supported an amendment to the temporary sign <br />ordinance in order to provide the availability of temporary signage to <br />multi-tenant properties on a more equitable basis. <br />The Council discussed the issue at some length, and Scalze pointed out <br />that it will never be possible to develop a completely fair process. She <br />also expressed concern that expanding the temporary sign ordinance will <br />result in many more temporary signs which will also impact the Rice <br />Street/Little Canada Road area that the City has worked so hard to <br />improve. Fahey suggested that the City staff survey the surrounding cities <br />to determine how they address this situation. Fahey further suggested that <br />City staff then put together a recommendation for improving the equity of <br />the ordinance for multi-tenant properties. <br />l7 <br />
