MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 2002 <br />Fahey asked why the Waterworks Trail dead-ends at Country Drive. Sanders pointed <br />out that a link is needed bringing the trail up Country Drive to Little Canada Road. <br />This would be a difficult construction given the steep grades in this area along <br />Country Drive. <br />The third priority is the Desoto Street Trail. It consists of two phases, the first from <br />LaBore Road to Allen Avenue, and the second from Allen Avenue to Centerville <br />Road. Sanders pointed out that there are limited obstacles to the completion of this <br />trail segment. <br />Fahey noted that there are few trails in the southeast quadrant of the City adjacent to <br />the wetland area. Sackett Glaser pointed out the plan for a boardwalk in this wetland <br />area. Sanders noted that the boardwalk would be located at the end of Sunset Court. <br />It was noted that McMenemy Road is part of the on-street trail system. The map <br />before the Council documents uncompleted trail systems. <br />The next trail priority is the Power Line Trail that would connect Payne Avenue to <br />Desoto Street and include a tunnel under Edgerton Street. Sanders noted that there <br />are obstacles to the completion of this trail system in that there are unwilling sellers <br />in this area as well as the difficulty of crossing Edgerton Street. A tunnel under the <br />road would be difficult to accomplish unless it were included as part of the Edgerton <br />Bridge project. The City Administrator noted that storm sewer would have to be <br />included as part of the project in order to keep the tunnel drained. <br />Tim Broten reported that he was against the tunnel concept and indicated that he <br />preferred a the installation of pedestrian crossing semi-fore lights on Edgerton Street. <br />He felt this was a more practical option, and noted that there are similar lights on <br />Rice Street in the area of McCarrons Beach. <br />Fahey agreed that alternatives to the tunnel need to be explored. Scalze asked when <br />the Edgerton Bridge project is scheduled. The City Administrator replied that the <br />project has been moved to 2007. Fahey indicated that if the decision is for an at- <br />grade crossing, there is no reason to wait with completion of this trail segment. <br />Fahey encouraged the Park & Recreation Commission to take another look at the <br />issue of the Edgerton Street crossing. <br />The City Administrator noted the need for connection points from Payne Avenue to <br />through to the Desoto Street right-of--way. We have unwilling sellers at each end. <br />Fahey suggested that the City should move forward with the acquisition of these <br />connections. <br />Sanders pointed out that the next priority is the completion of the Centerville Road <br />trail. This includes two sections, the first being Centerville Road from Allen Street to <br />Edgerton Street to Payne Avenue.
