CHAPTER 1 6 <br />4. Identifying key issues facing the park system and setting goals <br />and policies for addressing those issues. This provides the legal <br />basis for controls and it guides the City in budgeting for parks, <br />open space, and trails. <br />5. Guiding City Staff, the Parks and Recreation Commission, the <br />Planning Commission, the City Council, landowners, and private <br />developers in decisions relating to parks, open space, and trails in <br />the community. <br />This Plan brings together various elements (facilities, programs, trails, <br />and operations and maintenance) into a unified system. It is not <br />intended to provide detailed development plans <br />for individual parks or trails. Rather, it provides the <br />framework for guiding the future development of <br />Little Canada’s park system. It is a dynamic plan that <br />the City should review and refine as Little Canada <br />continues to grow and evolve. The City should <br />consider updating this plan every 5-6 years. <br />Relationship to the Comprehensive Plan <br />This Park System Plan is intended to be consistent with <br />the City’s adopted Comprehensive Plan. However, this <br />Plan provides a more detailed plan for Little Canada’s <br />park system. Should a conflict exist between this Plan <br />and the City’s adopted Comprehensive Plan, the <br />Comprehensive Plan shall be applied. <br />Use of The Plan <br />Several parties will use this Plan for various tasks including, but not <br />limited to the following: <br />1. City Staff, the Parks and Recreation Commission, the City Council, <br />and others can use the Plan to assist them with tasks such as <br />acquisition and development decisions, maintenance decisions, <br />budgeting capital improvements, and communicating Little <br />Canada’s vision for parks, open space, and trails. <br />2. Neighboring and overlapping jurisdictions can refer to this Plan <br />to help determine how their park systems relate to Little Canada’s <br />park system.
