<br />(2) <br /> <br /> <br />City of Little Canada’s financial statements have been audited by CliftonLarsonAllen LLP, a firm of <br />licensed certified public accountants appointed by the City Council. The goal of the independent audit <br />was to provide reasonable assurance that the financial statements of the City for the year ended <br />December 31, 2017 are free from material misstatement. The independent audit involved examining, on <br />a test basis, evidence supporting the amounts and disclosures in the financial statements; assessing <br />the accounting principles and significant estimates used by management; and evaluating the overall <br />financial statement presentation. Based upon the audit, the independent auditor concluded that there <br />was a reasonable basis for rendering an unmodified opinion that the City’s financial statements, as of <br />and for the year ended December 31, 2017, are presented in conformity with GAAP. The independent <br />auditor’s report is presented as the first component of the financial section of this report. <br /> <br />This transmittal letter is designed to complement the Management’s Discussion and Analysis (MD&A) <br />and should be read in conjunction with it. The MD&A can be found immediately following the <br />independent auditors’ report. <br /> <br />THE REPORTING ENTITY AND ITS SERVICE <br /> <br />In accordance with GASB pronouncements, the City’s financial statements include all funds of City of <br />Little Canada. <br /> <br />The City provides a full range of services to its citizens. These services include, but are not limited to: <br />police and fire protection; parks and recreational facilities; construction and maintenance of streets; <br />water; sewer; storm sewer, surface water pollution preservation; refuse; health; economic development, <br />planning and general administrative services. <br /> <br />The City of Little Canada Economic Development Authority (EDA) is considered a blended component <br />unit of the City. Although the EDA is legally a separate unit, it was created by the City Council to carry <br />out responsibilities associated with development and redevelopment within the City’s tax increment <br />districts. The EDA governing body is made up of the City Council with City Administrator serving as the <br />Secretary and Assistant Treasurer. The EDA has been included in the financial statements of the City’s <br />annual report. The EDA does not prepare separate financial statements. <br /> <br />PROFILE OF THE GOVERNMENT <br /> <br />The City of Little Canada was originally part of New Canada Township that was created in 1858. In <br />1953, a portion of the township was incorporated as the Village of Little Canada. In 1974, pursuant to <br />Minnesota Statutes, Little Canada was designated a statutory city. Little Canada is a northern suburb of <br />St. Paul and located wholly in Ramsey County. The land within the City’s boundaries covers 4.48 <br />square miles of which 3.89 square miles is land and .59 square miles is water. The 2010 U.S. Census <br />population for the City was 9,773 which was a .17% decrease from the 2000 census (9,790). The City <br />is empowered to levy a property tax on both real and personal properties located within its boundaries.
