MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 2002 <br />The City Planner noted that leis recommendation is for the combination of Lots 1 and <br />2 due to the fact that Lot 2 has a buildable width of less than 75 feet at the building <br />line. <br />Anderson noted that Williams Pipeline has commented on Lots 1 and 2, Block l and <br />indicated their discomfort with the construction of a house less than 50 feet from the <br />edge of their easement. <br />McDonell indicated that given the depth of the pipe, Williams is comfortable with <br />Lots 1 and 2 as proposed. <br />Anderson disagreed and noted that Williams indicates their preference fora 50-foot <br />separation between the edge of their easement and dwelling units. Williams would <br />prefer the orientation of the dwelling unit in such a way as to maintain a 50-foot <br />separation. <br />Fahey felt that Lots 1 and 2, Block 2 should be combined as recommended and noted <br />that this would address the concerns raised by Williams and the Department of <br />Transportation. <br />McDonell indicated that the combination of the outlot with the adjacent lot will allow <br />the adjustment of the building pad away from the pipeline easement. According to <br />McDonell, combining the two lots now brings the loss of lots at four. <br />The City Administrator noted McDonell's comments that he was in agreement with <br />t17e recommendations of the City Engineer on the purely engineering issues. The <br />Administrator asked for clarification of this statement. McDonell stated that some of <br />the City Engineer's recommendations duplicated recommendations made by the City <br />Planner. .He indicated that they were in agreement with the engineering technical <br />issues. <br />Mayor Fahey asked if there were any comments from the genera] public present. <br />Steve Brausen, Viking Drive, pointed out that the extension of Preserve Trail to <br />Viking Drive would create corner lots out of the two lots that he owns on Viking <br />Drive. Brausen reported that he has consulted with real estate professionals and has <br />been informed that this will substantially decrease the value of his property. Brauser <br />also pointed out that he will have to incur costs to relocate his driveway. Brausen <br />noted that the Arcarrds, who own property on the opposite side of the proposed <br />Preserve Trail will end up with a corner at the northeast corner of their lot. <br />Jeff McDonell disagreed with the loss of property value noting the proposed value of <br />the Preserve homes wilt be in the $300,000 range. McDonell felt this would increase <br />property values in the area. McDonell also indicated there have been discussions <br />10 <br />
