MINUTES CITY COUNCIL OCTOBER 23, 2002 Mr. Fahey introduced the following resolution and moved its adoption: RESOLUTION NO. 2002-10-239 -DECLARING THAT SHOULD THE PRELIMINARY PLAT FOR THE PRESERVE BE APPROVED, THAT PLAT WILI, ]3E REQUIRED TO HAVE A ROAD CONNECTION THROUGH TO VIKING DRIVE The foregoing resolution was duly seconded by Montour. Ayes (3) Fahey, Montour, Anderson. Nays (2) Scalze, LaValle. Resolution declared adopted. Theresa Pojar, McMenemy Street, noted the portion of the City's mission statements that addresses the beautification of the City and preservation of the natural environment. Pojar urged the Council as the City's elected officials to represent the citizens of Little Canada rather than a development group and a property owner that are not residents of the City. Pojar noted the history of deception tied to this property with regard to property classification related to taxes as well as the way the acquisition of the lot on Viking Drive was handled. Pojar reported that the developer will realize handsome profits from this development, while the residents of the area will end up with increased traffic, pollution, and run-off. Pojar stated that the residents look to the Council to not cower to the demands of the developer, but to stand up for the residents. Vance Johnson reported that he spoke with John Aho, a hydro geologist at the PCA, relative to a leak that occurred in this area in 1982 and the fact that it was 11 years before Williams Pipeline cleaned up the leak. The clean up occurred between May 13, 1993 and February 16, 1994. Johnson reported that Aho is recommending that before the development of The Preserve occur, that an inquiry be reopened into the 1982 leak. Mrs. Arcand again stated that her preference is that if the street has to go in, it be placed down the middle of the lot. Fahey stated that he agreed. Fahey felt there needed to be a balancing of interests. While he feels a connection should be made to Viking Drive, he also feels that the road should be centered in the lot to minimize the impact on the adjacent property owners.
