<br />70 <br /> <br />Public Facilities Issues/Opportunities <br />• Work on determining a threshold for when pathways should be located off-street; <br /> <br />• Identify options for including sidewalk development, where appropriate; <br /> <br />• Continue City policy of City maintenance and clearing of all pathways; <br /> <br />• Consider additional efforts to increase pedestrian-friendliness of street corridors as a part of <br />street reconstruction projects; <br /> <br />• Consider options for pedestrian crossings over major freeways – where connections are most <br />important, design elements, issues, etc. <br /> <br />• Support transit at existing levels, to address Metro transit cuts in some areas; <br /> <br />• Pursue options for green space preservation on both public and private property; <br /> <br />• Understand options for alternative energy development and create clearer City policy in this <br />area; <br /> <br />• Examine impacts of trail development, and multi-modal use of trails; <br /> <br />• Consider pervious improvements – both private and public – impervious maximums? <br /> <br />2030 Goals and Policies <br />The following goals and policies were adopted as a part of the 2030 Comprehensive Plan. They <br />continue to be valid for 2040 and are repeated here as guides to land use decision-making, and as <br />a supplement to annual goal-setting. <br />The Future Land Use Plan is designed to accomplish the established goals and policies for land <br />use planning through 2040. The Plan allows for private property owners to make reasonable use <br />of their property, within the context of changing markets and existing public infrastructure <br />including streets, sewer and water and stormwater control. As new development proposals come <br />forward and public investment needs and opportunities arise, long term planning goals must be <br />considered together with current conditions in order to determine the most efficient and effective <br />provision of City services. <br /> <br />Goals and policies for the City’s Land Use Plan, shown in the following subsections, are generally <br />to maintain and enhance existing uses and allow for sensible redevelopment of underutilized and <br />deteriorating sites. <br /> <br />The following are general goals and policies for all land uses: <br />
