MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 2002 <br />PERFORMANCE Mr. Anderson introduced the following resolution and moved its adoption: <br />EVALUATION <br />RESOl. UTION NO. 2002-II -265 -CAL LING A WORKSHOP FOR TUESDAY, <br />DECEM73ER I7, 2002 AT 6:30 P.M. TO CONDUCT THE CITY <br />ADMINISTRATOR'S ANNUAL PERFORMANCE EVAL UATION <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (3) Anderson, Scalze, Montour. <br />Nays (0). Resolution declared adopted. <br />POLICY The City Administrator indicated that the League of Minnesota Cities has asked <br />RANKINGS each city to rank its top five policy rankings. This will provide the League with <br />direction for focusing its efforts during the 2003 Legislative Session. The Council <br />reviewed and discussed their choices, and consensus were reached on the following <br />five legislative priorities: <br />1. FF-3 LGA and Market-Value Homestead Credit Cuts <br />2. FF-1 State-Local Fiscal Relations <br />3. LE-15 Tax Increment Financing (TIF) <br />4. FF-8 Taxation of Municipal Bond Interest <br />5. HR-5 Re-employment Benefits <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2002-II-266 -APPROVING THE 2003 LEGISLATIVE <br />PRIORITY RANKINGS AS OUTLINED ABOVE <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (3) Montour, Anderson, Scalze. <br />Nays (0). Resolution declared adopted. <br />BUILDING The City Administrator reviewed his proposal that Little Canada enter into an <br />INSPECTION agreement with the City of Falcon Heights for a share Building Inspector position. <br />SERVICES Under this agreement, Little Canada would employ the Building Inspector and a pro- <br />rated share of costs would be billed to Falcon Heights. The Administrator indicated <br />that both cities currently contract for building inspection services. The Administrator <br />indicated that hiring an employee on a shared basis would result in a cost savings for <br />both cities as well as an increased level of service. The City Administrator noted <br />that the agreement provides a provision for aone-year notice should either city wish <br />to terminate the agreement. If the employee hired to fill the position leave <br />employment, each city can re-evaluate its participation at that time. The <br />Administrator also noted a couple of minor wording changes to the agreement. <br />15 <br />
