The Administrator also reported that <br />the Cable TV Producer will be proposing some equipment <br />upgrades in the near future, the funding for which will come from <br />this Fund. <br />The Administrator reviewed the General Capital Improvement <br />Fund #400. He began with a detailed review of revenues and <br />noted the tax reimbursement decrease from Montreal Courts and <br />Provinces. The Administrator noted that as part of the use of tax- <br />exempt bonds for the financing for these two properties, the City <br />required that the property owners keep the City whole from a <br />property tax standpoint. However, tax reform resulted in a reduced <br />class rate calculation for these two properties that impacted the <br />formula used for calculating the reimbursement to the City. The <br />Administrator reported that he will contact the owners of these two <br />properties and attempt to negotiate a correction to this negative <br />impact. <br />The Administrator noted that the completion of the City's trail <br />system is a major goal for the City, but to do so will require a <br />major infusion of grant dollars. City staff will submit appropriate <br />grant applications, but the Administrator noted that competition for <br />these dollars will be fierce. <br />The Administrator reported that a potential source of City revenue <br />would be the sale of the Twin Lake Blvd. property. He noted, <br />however, that it would be prudent to wait to sell this property until <br />the City of Vadnais Heights has finalized its plans for the <br />extension of water main into this area. He noted that Vadnais <br />Heights is currently making improvements to its well system and <br />are hoping to complete that process and begin planning for the <br />Twin Lake water main extension. However, it is not anticipated <br />that the water main will be extended in 2003. <br />The Administrator reviewed the expense portion of the Capital <br />Improvement Fund. He noted the proposal to budget $15,000 for <br />the 50°i Anniversary Celebration. While the money is proposed to <br />be budgeted, the Administrator noted that the Committee has not <br />finalized plans so there are many unknowns at this time. Scalze <br />asked about donations for the celebration. The Administrator <br />indicated that donations are an option that will be pursued. <br />The Council reviewed the Fire Department's request for <br />replacement of SCBA tanks/masks. The Fire Chief noted that the <br />SCBA tanks have a l5-year life and must be replaced in 2003. The <br />
