MINUTES
CITY COUNCIL
NOVEMBER 20, 2002
outside drop off of goods. Woolsey presented pictures of their
"Family Store" concept and described the interior space layout.
Scalze asked why the Salvation Army chose Little Canada. Woolsey
reported that demographics were one factor. He reported that the store
they will be putting in is one designed to attract people in the
community who like to shop, who are looking for value, or are
collectors. Woolsey reported that their product will include new,
name-brand merchandise at very good prices. This product comes
from their corporate donors. Woolsey pointed out that Salvation
Army's mission is to run their adult rehab programs. The profits from
their stores allows them to do that.
The City Administrator asked about people carrying in merchandise to
the store to donate. Woolsey reported that they will accept this
merchandise. However, they will not have an outside drop box for
donations.
The Administrator suggested that there be an agreement with Salvation
Army that materials that might be left outside will be cleaned up.
Woolsey reported that they will have cameras installed outside and
will follow up on any dropping off of material outside to ensure it does
not happen again. Woolsey also indicated that they will have
personnel at the store each day and they will monitor the outside of the
building and any dumped items will be cleaned up. Woolsey indicated
that Salvation Army is not in the trash hauling business and will follow
up on any incidents caught on camera.
There was no one from the general public presenting wishing to
comments.
Upon motion by Fahey, seconded by Montour, the public hearing was
closed.
Fahey introduced the following resolution and moved its adoption:
RESOLUTION NO. 2002-11-274 -APPROVING THE PUD
PERMIT TO LOCATE A SALVATION ARMY RETAIL.
OPERATION IN THE MARKET PLACE SHOPPING CENTER
Ab" WELI.
