STAFF REPORT <br />TO:Mayor Keis and Members of City Council <br />FROM:Heidi Heller, City Clerk <br />DATE:August 17, 2018 <br />RE:Hue Life Onboarding Service for Incoming City Administrator <br />The Council should discuss whether to hire Richard Fursman with Hue Life to provide an <br />onboarding service to our incoming City Administrator. Richard Fursman has provided the <br />information below about the onboarding process. <br />Onboarding is intended to help bring "aboard" the new employee. The purpose of Onboarding is to <br />prepare the new Administrator to succeed and contribute as quickly as possible. <br />What is onboarding intended to do? <br />It is intended to help the organization and the new Administrator set firm expectations through <br />expressed values, operating norms, styles of communication, etc. It also identifies immediate <br />priorities, special situations, and expected approaches to issues. <br />What's involved? <br />We provide a survey for the Mayor, Council and staff. Everyone is asked to complete the survey <br />online. I prepare a report and we sit down together to review the findings. The report acts as a <br />guide for discussions on the various issues and practices that come up. <br />How long does the meeting take? <br />I do two meetings; one with the City Administrator and the Council, and another with the City <br />Administrator and the staff. Each takes between 60-90 minutes, depending on the depth of <br />discussion. <br />When should we hold these? <br />Within a week or two to when the City Administrator starts would be best. <br />Key Outcomes of Onboarding <br />Establish priorities <br />Review cultural nuances <br />Set up strategic plan process <br />Verify key strategic relationships <br />Identify best elected relationship & governance <br />Clarifying performance expectations <br />Determining organizations’ readiness for change <br />Identifying risk factors
