Mr. Lee Elfering, PE <br />Ms. Jessica Jagoe <br />September 10, 2018 <br />Page 6 <br /> <br />Question 3 -- Inconsistent Turning Movement Diagrams <br />I also noticed that the turning movement diagram in your report differs from the one included in the <br />narrative from the school. The difference is the location of the bus in the drive aisle as it begins the <br />turn. The one in the report assumes starting the turn from the inside of the lane, while the narrative <br />exhibit assumes turning from the outside of the lane. The narrative and report exhibit could both be an <br />option for the movement around the southwest corner, however I believe the movement for the <br />northwest corner should match the report. This more accurately depicts the stacked bus making the <br />turn. The result is that two additional stalls are lost on the north curb line. <br /> <br />Response 3 <br />In developing the site plan, traffic flow considerations were taken into account as was the impact of <br />traffic flow on the supply of parking. Several iterations were developed for analysis and in-the-field <br />testing. There was simply an error made where the diagram in the narrative presented one of the <br />turning movement diagrams that was developed early in the consultant team’s analysis. <br /> <br />Figure A3, presented on the previous page illustrates what the consultant team and AFSA staff feel is the <br />best alternative. It features the following features. <br />1. The fifth school bus will stage along the western side of the school building. It will be staged <br />along the right side of the drive aisle to enable cars to safely overtake it on the left side. <br />2. A north/south median adjacent to the fifth bus that will be modified to allow the fifth bus to <br />accomplish the right-turn from the west side of the school building to the northern edge of the <br />fence surrounding eh playground. <br />3. No impact on parking stalls (designated for staff parking) along the northern property line. <br />4. 74 feet at the south driveway entrance to the site where vehicles can stack (queue) on-site to <br />prevent vehicles from backing up onto Country Drive. <br /> <br /> <br />Question 4 -- Parking <br />The parking requirement of 37 that was listed in the previous report was for staff/employee parking <br />requirements and with the information in the latest narrative that number could be as high as 44. With <br />the layout provided it appears there could be as few as 29 parking stalls left for pick-up/drop-off parking <br />excluding the HC stalls. I would think that afternoon pick-up would require the most parking due to <br />parents getting to the school early and waiting for their kids to be done. Can you provide any data as to <br />the number of parking stalls that may be required for the drop-off and pick-up periods based on the 70 <br />parent trips that are indicated? <br /> <br />Response 4 <br /> As shown on Figures A2 and A3, the total number of parking stalls is 86. These are detailed below to <br />include: <br /> <br /> 19 designated for staff along the north property line <br /> 21 designated for staff along the west property line <br /> 19 along the south side of the school building <br /> 27 along the south property line <br />
