Of these, the first four will be designated for floating staff, and four will be designated <br />for disabled parkers. This leaves a total of 38 stalls for able-bodied and non-staff parkers. <br /> <br />Based on observations at the AFSA campus in Vadnais Heights, where 80 parents drop students off and <br />pick them up, no more than 25 parents (31 percent) have ever occupied the parking lot at any one time. <br />Applying this same percentage to the 70 parents who will accomplish drop-off/pick-up operations at the <br />Little Canada campus, a maximum of 22 parents would be expected to occupy parking stalls in south <br />side parking lot, leaving an excess capacity of 16 stalls. <br /> <br />The forecast described above is actually a worst-case condition, because 42 percent of the enrollment at <br />the school’s full build-out will be comprised of 7th and 8th Grade students. Parents of these students <br />are included in the total of 70 parents who will accomplish drop-off and pick-up operations, and they <br />will typically not utilize any of the parking stalls in south side parking lot. <br /> <br /> <br />Question 5 -- Country Drive and Exit (North) and Entrance (South) Driveways <br />The Level of Service (LOS) for the driveways in the report is A and B which I assume is the entire <br />intersection rating, but the SYNCHRO computer output sheets list LOS A for both driveways. Which is <br />correct? What is the anticipated queue/wait time/stacking that might occur at peak AM or PM peak on <br />Country Drive when cars are making a left turn into the site? <br /> <br />Response 5 <br />As mentioned in the AFSA Traffic Study, the school will not generate any traffic during the PM peak <br />hour; thus no analysis LOS for the two driveways was conducted for the PM peak hour. The trip <br />generation estimate for the AFSA site, as described in the traffic study, is presented below. <br /> <br />TABLE 1 <br />AFSA TRIP GENERATION <br />Source: AFSA Traffic Study, page 4, September 4, 2018. <br /> <br />The analysis conducted for the AFSA Traffic Study did include an assessment of LOS for the two <br />driveways during the AM peak hour where 122 vehicles will enter the site and 82 vehicles will exit the <br />site.
