Mr. Lee Elfering, PE <br />Ms. Jessica Jagoe <br />September 10, 2018 <br />Page 9 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />As shown on Exhibit 4: <br /> Overall LOS for the South Driveway/Country Drive intersection is LOS A, and the average delay <br />vehicles will experience waiting for their turn to move is 1.5 seconds. <br /> Eastbound left-turns and right-turns from the school site will not take place at this intersection. <br />Thus, the only turns at this driveway will be southbound right-turns and northbound left-turns. <br /> Southbound through movements are forecast to operate at LOS A, as are the southbound right- <br />turn movements. The southbound movements are forecast to experience no average vehicle <br />delay and no queuing issues. <br /> Northbound left-turn movements are forecast to operate at LOS A, as are the northbound <br />through movements. It is forecast that northbound left-turn movements will experience an <br />average vehicle delay of 0.8 seconds, and northbound through movements will experience an <br />average vehicle delay of 2.8 seconds. Northbound vehicles are forecast to experience queues <br />that are 7 feet long at the 95th percentile. <br /> <br /> <br />Suggestion Raised by Ms. Jagoe <br />Ms. Jagoe, in a report dated September 6, 2018, suggested the need to develop a Plan B to be prepared <br />for occurrences where all the parents arrive to drop-off and/or pick-up students at the same time. Ms. <br />Jagoe wrote, <br /> <br />“While it is not likely that every parent will arrive at the exact same time, consideration <br />has to be given that this could occur (especially in the pick-up afternoon times). Having <br />the younger students being accompanied in and out of the school by a parent does <br />reduce the possibility of vehicles stacking at the building entrance and onto Country <br />Drive.
