It would <br />be Planning Staff’s recommendation that if the City Council is considering the PUD <br />Amendment that AFSA be required to submit a Plan B which has the ability to provide <br />additional parking that would be sufficient for up to the maximum enrollment and still <br />maintain an acceptable traffic flow. This Plan B would only need to be implemented if <br />the site layout as proposed results in stacking of vehicles onto Country Drive. By <br />requiring a Plan B ahead of time, the City has done our due diligence to know the site <br />has the ability to still function (both meeting the City and School needs) if modifications <br />with layout need to be made in the future. Without this foresight, we would be reacting <br />to a situation that needs resolve (i.e. stacking traffic, not enough parking) and it may be <br />problematic in trying to create additional parking or revise traffic patterns.” <br /> <br />Response to Ms. Jagoe’s Suggestion <br />Trip generation, as shown in Table 1, indicates that during the PM peak hour, which was found <br />to be between 4:15 PM and 5:00 PM, the school will not generate any traffic. Parents picking up <br />their children will arrive and depart between 2:45 and 3:15 PM, a full hour before the PM peak <br />hour begins. Additionally, the first round of five school buses will arrive and depart between <br />2:30 and 2:48, and the second round of five buses will arrive and depart between 2:55 and 3:05. <br />Finally the 40 faculty and staff will depart the site between 3:30 and 4:00 PM. This has been the <br />experience at the two other AFSA campuses, and there is no reason to suspect that it would be <br />any different at the Little Canada campus. <br /> <br />As described in Response 4, it is forecast that at the school’s full build-out a maximum of 22 <br />parents would be expected to occupy parking spaces at the same time in the south side parking <br />lot. Presumably, these parents would have all arrived at the approximate same time. <br /> <br />Also discussed in Response 4 is the fact that, at full build-out where there will be 312 students, 42 <br />percent of the students will 7th and 8th graders, whose parents will typically not park when dropping- <br />off and picking-up students. Thus, they won’t contribute to on-site congestion by accomplishing parking <br />maneuvers. <br /> <br />As mentioned, the entrance to the south driveway includes an additional 74 feet where vehicles <br />can stack on-site, without spilling onto Country Drive, in the unlikely event there is on-site <br />congestion. <br /> <br />Response 5 discusses findings from the intersection capacity analysis, which show that the <br />intersections formed by the two driveways and Country Drive are forecast to operate at LOS A/B <br />during the AM peak hour, with 11 feet on on-site stacking (queuing), LOS A and 7 feet of <br />stacking on Country Drive for northbound vehicles, a northbound left-turn average vehicle delay <br />of 0.8 seconds, and a northbound through movement average vehicle delay of 2.8 seconds. <br /> <br />These conditions, which describe very high levels of traffic operations and performance, indicate <br />that the AFSA school use will not negatively impact traffic operations on Country Drive.
