<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Jessica Jagoe, Associate Planner <br /> <br />DATE: September 6, 2018 <br /> <br />RE: 2925 Country Drive – PUD Amendment <br /> Revised Site Plan Follow-up Report <br /> <br />Based on the discussion at the Planning Commission meeting on August 9th, the Academy of Sciences <br />and Agriculture (AFSA) requested that their planning application be tabled until the September 12th <br />City Council meeting in order to provide time for them to complete a traffic study and prepare <br />additional information to address questions raised. Included with this memo is a supplemental <br />narrative with details on functionality of operations, revised site plan, photos, and traffic study. The <br />City Engineer will be preparing a separate report addressing the traffic study and any other engineering <br />related concerns. Based on the Engineer’s initial review of the traffic study we have requested some <br />additional information relative to the traffic and flow in and around the site. This additional <br />information will be provided on Monday and the Engineer will submit his report after the additional <br />information is reviewed. For this report, planning staff will try to address those items as previously <br />identified in my August 3rd Planning Commission memo. <br /> <br />Site Analysis <br />AFSA has configured the site to operate in a one way traffic pattern. The south driveway will be <br />designated as ingress only so traffic will flow around the back of the building and exit from the north <br />driveway. They have labeled areas for staff parking and parent/visitor parking within overall 82 <br />parking spaces available. The site as it exists today has 115 parking spaces, but some of those spaces <br />will be converted to playground area. Four parking spaces closest to the south entrance have been <br />labeled as Floating Staff for employees that may come and go throughout the school day. AFSA will <br />have approximately 40 employees during the school year and 12 or less working during the summer <br />months. <br /> <br />The school had previously indicated they had six full size buses with some smaller vans for special <br />pickups. The new narrative has identified that during the first year they will operate six full size buses <br />and 1-14 passenger buses daily. At full capacity, they will have up to 10 full size buses. AFSA will <br />continue their arrangement with R&S Automotive for bus overnight storage. However, they will have <br />a couple of buses on site during the day for pick-up or drop-off (transportation between schools during <br />the day) or in case of an emergency. They are requesting to have overnight parking for up to three <br />passenger vans. The revised site plan does not indicate where those passenger vans would be stored <br />overnight or where the buses would be parked during the day. <br /> <br />The timing of arrivals and departures by staff as well as students/parents has been included in the new <br />narrative. <br />
