<br />Key points are: <br /> Employees will arrive by 7:30 a.m. <br /> Bus and parent traffic will occur between 7:30 to 8:00 a.m. (school begins at 8:15 a.m.). <br /> Parents dropping off students between Pre-K through 6th grade will be required to park and <br />bring their student inside the building. Parents of kids in grades 7th and 8th will be allowed to <br />drop off the student at the school entrance on the south side of the building. <br /> ½ of the school buses will arrive about 2:30 for pick-up (school ends 2:45 p.m.). Bus stacking <br />will occur on the west and north sides of the building. <br /> Parent pick-up for grades Pre-K through 6th grade will require the parent to park and go inside <br />to get their student. 7th and 8th graders will be allowed to go outside and find their parents in <br />the parking lot. <br /> Most teachers will be done by 3:30 p.m. <br /> <br />In discussions with AFSA, they have mentioned that an Extended Day option may be offered at this <br />location. However, the new narrative does not include information about this program. This is an item <br />that staff feels would be beneficial to know ahead of time as it impacts our review of traffic flow <br />during these peak times. Having this type of program would mean that some parents are arriving <br />earlier and/or picking up later which would ultimately decrease that peak traffic need for parking. <br /> <br />AFSA is proposing a temporary fence (labeled Photo E) for the playground area on the north side of <br />the building. This will be for 2nd – 6th graders. There is a designated play area on the east side of the <br />building for Pre-K and 1st graders. There is no recess hour for 7th and 8th graders. The younger student <br />play area appears to be shown with permanent fencing (labeled Photo F). The school is proposing that <br />once traffic patterns are fully established that the play area for older students will have permanent <br />fencing installed. City code allows for temporary fencing for protection of garden areas or <br />landscaping. Allowing this type of temporary fencing in the interim could be approved as part of the <br />PUD Amendment. It should be noted that the Conditional Use Permit for Gordies Bar was approved to <br />allow for a section between the building and recreational areas to be erected/installed out of temporary <br />fencing. <br /> <br />Lastly, from the Planning Commission meeting a request was made to consider requiring installation <br />of a fence along the west property line so that students are not cutting through the abutting residential <br />neighborhoods. This fence would also be a deterrent for parents parking along Condit Street for drop- <br />off/pick-up. Ms. Meyer indicated a willingness to install the fencing so the Planning Commission <br />added this into their recommendation if consideration is given to approving the PUD Amendment. <br />Upon further review, AFSA has requested that the fencing along the west property line not be required. <br />They have submitted pictures in support of the existing trees being sufficient for screening. In <br />addition, they will communicate with their parents about not being allowed to park on Condit Street. <br />Further discussion should be had by the City Council on whether or not a boundary line fence should <br />be a requirement. <br /> <br />Summary <br />Planning staff believes the additional information submitted by AFSA has provided a better <br />understanding of a typical school day. There are items that warrant further review as outlined below. <br />Also please note that as previously mentioned, the Engineer has asked for some additional information <br />relative to the traffic and flow in and around the site and will be providing a report next week prior to <br />the meeting. <br />
