<br />3. In rear yards: recreational equipment, clotheslines and poles, arbors <br />and trellises, balconies, breezeways, open porches, detached outdoor living <br />rooms, garages, and air conditioning or heating equipment to a point not less <br />than ten (10) feet from the rear lot line. <br /> <br />In considering available open/green space of this site, the school has stated that once they’ve settled in <br />that they would like to have grow projects/garden boxes as part of their agriculture teachings. It would <br />be helpful to have a better understanding of where these types of outdoor teachings may occur. I <br />realize that this is not something AFSA intends to have immediately, but looking ahead to how the site <br />is used and is this site sufficient in order to meet those needs should be a part of this review process. <br /> <br />For the City Council discussion on September 12th, Planning Staff is seeking direction on a couple of <br />discussion points in relation to this request: <br /> <br />1. Does the City Council consider a charter school an appropriate use in the PUD Zoning District? <br />a. If no, the Council should state its reasons and findings on the record as a part of a <br />motion to deny the amendment. <br />b. If yes, then further consideration needs to be given to possible text amendment language <br />(see #2 below). Planning Staff would recommend establishing a specific PUD District <br />that allows a charter school use. <br /> <br />2. Further discussion and direction on items that would be helpful in creating Text Amendment <br />language. There are two amendments to consider: (1) first would be an amendment to the <br />current Ordinance’s effective prohibition of public uses in the PUD District, and (2) the second <br />would be the creation of the PUD zoning ordinance for this site. It is presumed that the PUD <br />ordinance would include the currently permitted office warehouse uses, in addition to the <br />school option with the conditions identified by the Council. <br /> # of parking spaces to be required and submittal of Site Plan Option B (Note: A condition <br />would be that “No stacking of vehicles is allowed onto Country Drive”.) <br /> Overnight storage of passenger vans <br /> Daytime parking of buses location <br /> Play area location and fencing <br /> Whether or not a Boundary Fence is necessary on the west side of property <br /> Future Grow Projects/Garden Areas <br /> Whether or not Extended Day will be offered <br /> <br />If the City Council is amenable to creating a Special PUD District, the next step would be for Planning <br />Staff to prepare possible text amendment language based on your direction of items identified within <br />this report and the City Engineer’s report. The text amendment language would require review again <br />by the Planning Commission which would occur at their October 11th meeting. Their recommendation <br />would then go back before the City Council on October 24th.
