<br />First, Planning Staff still feels that one area of concern is the space available for drop-off/pick-up. The <br />school in their enrollment numbers has stated that 25% of the students receive transportation from a <br />parent. That is estimated to be 78 students that will be drop-off/pick-up each day at maximum <br />enrollment. Assuming that all of these are single child families (which would be considered worst case <br />scenario), the new narrative from AFSA says that Pre-K-6 will be required to have parents park and go <br />into the school to drop-off or pick-up their kids. That is potentially 45.5 vehicles needing to park for <br />those grade levels. The 7-8 graders are allowed to be dropped off at the door, but it says in the <br />afternoon the parents are required to park so stacking does not occur. The 7-8 graders can then go <br />outside and find their parents vehicle. Those families account for 32.5 vehicles. The revised site plan <br />shows a total 82 parking spaces. The employees will arrive prior to the student traffic so <br />approximately 40 of those spaces will already be occupied. From the traffic study materials, it is likely <br />that three spaces will need to be removed because of the bus turning radius. This leaves 37 opens <br />spaces for parent parking. <br /> <br />While it is not likely that every parent will arrive at the exact same time, consideration has to be given <br />that this could occur (especially in the pick-up afternoon times). Having the younger students being <br />accompanied in and out of the school by a parent does reduce the possibility of vehicles stacking at the <br />building entrance and onto Country Drive. However, this also results in the parents remaining on the <br />property longer because the process is slower than just dropping a student off at the entrance. It would <br />be Planning Staff’s recommendation that if the City Council is considering the PUD Amendment that <br />AFSA be required to submit a Plan B which has the ability to provide additional parking that would be <br />sufficient for up to the maximum enrollment and still maintain an acceptable traffic flow. This Plan B <br />would only need to be implemented if the site layout as proposed results in stacking of vehicles onto <br />Country Drive. By requiring a Plan B ahead of time, the City has done our due diligence to know the <br />site has the ability to still function (both meeting the City and School needs) if modifications with <br />layout need to be made in the future. Without this foresight, we would be reacting to a situation that <br />needs resolve (i.e. stacking traffic, not enough parking) and it may be problematic in trying to create <br />additional parking or revise traffic patterns. <br /> <br />Second, the revised site plan shows a fenced in playground area on the east side (front yard) of the <br />building. In the PUD zoning there is flexibility with the setback requirements and this building was <br />approved with a front yard setback of approximately 28 feet. The proposed play area is in what is <br />considered to be the required front yard for this property. City Code does allow for recreational <br />equipment to encroach into the required rear yard, but in no instances shall it encroach into the side <br />and front yard setback (see below). This provision may also potentially impact the playground on the <br />north side of the building since it is shown to go past the front line of the building. This code section <br />only pertains to recreational equipment, not fencing. The site has limited green space so further <br />discussion should occur on where play areas will be located. Additionally, the site plan submitted does <br />not show the dimensions of the play area on the east side of the building. Roughly half of the green <br />area on the east side of the building is right-of-way. If consideration is given to approving this <br />location, Planning Staff would want an official survey with dimensions of the play area to confirm it is <br />located entirely on their property and not encroaching into the ROW. <br /> <br />903.030.
