<br /> <br /> <br />Draft Technical Memorandum <br /> <br />DATE: September 4, 2018 <br />TO: Jessica Jagoe, Associate Planner <br /> City of Little Canada, Minnesota <br />FROM: William Smith, AICP <br />RE: Academy for Sciences & Agriculture Traffic Study <br /> <br /> <br />Introduction <br /> <br />This technical memorandum documents findings from a traffic study that was conducted to <br />identify transportation-related impacts that might occur with approval of a proposed PUD <br />Permit amendment to allow a charter school to be a permitted use at 2925 Country Drive in <br />Little Canada, Minnesota. The site currently is regulated by a PUD Permit that allows <br />commercial office uses. In seeking approval to develop a parcel as a charter school, the <br />Academy for Sciences & Agriculture (AFSA) has applied for a text amendment to the PUD <br />Permit to either: a) allow charter schools as a permitted use or b) develop a special PUD District <br />designation that would be specific to the parcel. <br /> <br />The scope of the traffic study was defined with input taken from: <br />1. Staff Report (August 3, 2018) <br />2. Minutes of the Regular Meeting of the Planning Commission (August 9, 2018) <br />3. Telephone conversation with Steve Grittman, consulting City Planner <br />4. Telephone conversation with Lee Elfering, consulting City Engineer <br />5. Caribou Coffee Traffic Impact Study, Alliant Engineering, April 11, 2018 <br /> <br />As informed by these sources, the scope of the traffic study addressed the following: <br /> Off-Site Impacts: <br />- Effects of additional traffic generated by the proposed charter school use at the <br />intersection of Little Canada Road and Country Drive <br />- Effects of additional traffic generated by the proposed use adjacent to the site on <br />Country Drive <br /> On-Site Impacts: <br />- Safety considerations with regard to school bus operations, parental drop-off and <br />pick-up operations, and parking <br />- Stacking at driveway locations where school buses and autos might potentially <br />impede the flow of traffic on Country Drive <br />- Overnight storage of school buses <br />
