Ms. Jessica Jagoe, Associate Planner <br />September 4, 2018 <br />Page 2 <br /> <br />Summary of Conclusions <br /> <br />The traffic study’s conclusions are summarized below. <br /> <br /> Off-Site Impacts: <br />1. The analysis of intersection operations at the Little Canada Road/Country Drive <br />intersection required a full system analysis two intersections. The traffic signal system <br />implemented by MnDOT is a synchronized/coordinated system that controls traffic <br />flow for all six legs of the I-35E Southbound Ramps/Little Canada Road/Country Drive <br />intersection, as well as the intersections formed by I-35E Northbound Ramps/Little <br />Canada Road and Centerville Road/Little Canada Road. The system’s split interval <br />signal phasing minimizes potential vehicle conflicts by allowing: a) the eastbound and <br />westbound Little Canada Road approaches to be served simultaneously and b) the <br />southbound Country Drive approach and the I-35E Southbound Exit Ramp approach <br />to be served separately. <br /> <br />2. The analysis showed: <br />- Existing 2018 operations for the I-35E Southbound Ramps/Little Canada <br />Road/Country Drive signals in the system are at overall Level of Service (LOS) C <br />during the AM peak hour and LOS D in the PM peak hour. The southbound <br />Country Drive and Southbound I-35E Exit Ramp approaches both operate in the <br />LOS D to LOS E range during the AM and PM peak hours. While LOS E can be <br />cause for concern, as it indicates a situation where an intersection approach is <br />nearing its capacity, LOS E is not concerning in this case because of the <br />intersection’s atypical geometry. No significant queuing issues were observed in <br />the field or indicated in the computerized traffic model that was used to conduct <br />the analysis. <br /> <br />- Forecast Year 2020 operations were run to include traffic that will be generated <br />by a new Caribou Coffee shop on the southwest corner of the Little Canada <br />Road/Country Drive intersection. Using traffic counts taken by Biko Associates <br />(on August 22, 2018) and adding traffic that will be generated by the coffee shop, <br />as outlined in the Caribou Coffee Traffic Study, the analysis showed that the I-35E <br />Southbound Ramps/Little Canada Road/Country Drive system of intersections <br />will operate at overall LOS D during the AM and PM peak hours. The analysis <br />further showed that the southbound Country Drive approach will operate at LOS <br />F in the AM and PM peak hours. These results are closely similar to those <br />reported by Alliant Engineering in the Caribou Coffee Traffic Study (April 11, <br />2018) <br />
