Ms. Jessica Jagoe, Associate Planner
September 4, 2018
Page 8

5. Student drop-off and pick-up details:
Students who are not bussed will be driven to and from school. As the enrollment will
cover grades K through 8, none of the students will drive alone. Student drop-off and
pick-up operations will occur on the south side of the building, away from the buses,
which will be on the west and north sides of the building.

Students in grades K through 6 who are dropped-off will be escorted to the doors of
the school building by their parents (after they have parked in the parking lot on the
south side of the building). They will be greeted and tracked at the door by staff.

The reverse will occur in the afternoon when parents drive to the school to pick them
up. Parents will come to the doors of the building to take charge of their students and
will escort them to their cars, which will be parked in the southside parking lot. Older
students in grades 7 and 8 will simply be dropped off in the morning and picked up in
the afternoon and will not be escorted to and from the doors of the building.

6. Parking operations details:
According to the August 3, 2018 Staff Report, 36.25 (37) parking stalls will be required
at the AFSA site. As shown on the previous page, the number of parking stalls is as
follows:
- Southside parking lot………………….45 stalls
- Westside parking lot…………………..18 stalls
- Northside parking lot………………….16 stalls
- Total…………………………………………..79 stalls

As shown on page 5, the first set of parking stalls (two on each side of the drive aisle)
in the southside parking lot will be identified as “Floating Staff Parking” stalls. They
will, therefore, be reserved for staff and will not be available for parents to use for
parking before they drop off or pick up their students. Combining the two parking
stalls and the 59-1/2 foot-long driveway results in 74 feet where on-site traffic can
queue in the unlikely event there is on-site congestion; thus, providing extra on-site
capacity so that vehicles will not spill from the site onto Country Drive.

Major Conclusions:

1. The proposed AFSA school site will not negatively impact traffic operations at the I-
35E/Little Canada Road/Country Drive system of intersections. Any minimal
diminution in traffic operations that might occur with the addition of traffic
generated by both the Caribou Coffee shop and the AFSA school site can be
mitigated by “optimizing” the traffic signal timings at the intersection. Computer
simulations showed that after “optimizing” the signal timing, the I-35E Southbound
Ramps/Little Canada Road/ Country Drive study intersection will operate near the
