Ms. Jessica Jagoe, Associate Planner <br />September 4, 2018 <br />Page 9 <br /> <br />LOS C/D threshold overall and will not negatively impact operations at the adjacent <br />traffic signals along Little Canada Road. <br /> <br />2. It should be stated that the intersection operates today with deficiencies, and traffic <br />generated neither by the Caribou Coffee site nor with additional traffic from the <br />AFSA school site will make the intersection appreciably worse. Therefore, <br />coordinating with MnDOT to improve operations by “optimizing” the signal timing is <br />recommended to address potential operational deficiencies under future conditions. <br /> <br />3. The two “T” intersections formed by the site’s two driveways and Country Drive will <br />operate at LOS A and B with the AFSA school site in place. These very high levels of <br />service will occur during the AM and PM peak hours and indicate that the flow <br />northbound and southbound traffic along Country Drive will not be interrupted or <br />negatively affected by turns into the site’s south parking lot or turns out of the site’s <br />north parking lot. <br /> <br />4. The on-site traffic circulation plan has been tailored/designed to ensure that: a) <br />students will be safe, b) vehicles will be able to circulate safely and efficiently, c) to <br />the extent possible there will be no on-site congestion, and d) if there is on-site <br />congestion in the southside parking lot, there will 74 feet of extra on-site capacity so <br />that congested vehicles will not spill onto Country Drive. <br /> <br />5. Design features that contribute to the above conditions are: <br /> Enter the site from the south driveway only. <br /> Exit the site from the north driveway only. <br /> Conspicuous signage to alert drivers as to where to enter and exit the site. <br /> One-way, clockwise circulation around the site. <br /> Ample space for passenger vehicles (automobiles) to overtake school buses that <br />in queue. <br /> Student drop-off procedures that require parents to park in the southside <br />parking lot, get out of their cars, and escort students (K through 6) to the doors <br />of the school building. <br /> Student pick-up procedures that require parents to park in the southside parking <br />lot, get out of their cars, wait for their students (K through 6) to exit the building, <br />and then escort them to the parked cars before departing the site. <br /> Two rounds of bus arrivals/departures, where no more than five buses per round <br />will be on-site at any given time when the school is at full capacity with 312 <br />students. This is estimated to occur within the next five years. <br /> Bus operations that require buses to drop-off and pick-up students on the north <br />side of the school building and require students to walk through the fenced in <br />playground as they alight and board the buses.
