Ms. Jessica Jagoe, Associate Planner
September 4, 2018
Page 16

TABLE 3
ROADWAY CHARACTERISTICS
Roadway Cross-Section Speed
Limit
Functional
Classification
Little Canada Road 4-Lane Undivided 30 mph Minor Arterial
Country Drive 2-Lane Undivided 35 mph Local
Source: Biko Associates, Inc.

Table 4 shows existing AM and PM peak hour turning movements at the Little Canada
Road/ Country Drive intersection. These are illustrated on Figure 4. It should be noted
that the turning movements counted by Biko Associates for this traffic study are very
similar to those counted by Alliant Engineering for the Caribou Coffee traffic study that
was presented to the City in April of this year. This indicates that the turning movements
are reliable and apparently are not affected by seasonal factors. It also indicates that
intersection capacity analyses conducted by Alliant Engineering are replicable.

The analysis of intersection operations at the Little Canada Road/Country Drive intersection
included analysis of turning movements at the intersection formed by the I-35E Southbound
Ramps and Little Canada Road. These were included in the analysis because the six legs of
the I-35E Southbound Ramps/Little Canada Road/Country Drive intersection require split
interval signal phasing in order to minimize potential vehicle conflicts. While the eastbound
and westbound Little Canada Road approaches can be served simultaneously, the
southbound Country Drive approach and the I-35E Southbound Exit Ramp approach must
be served separately.

TABLE 4
EXISTING AM and PM PEAK HOUR TURNING MOVEMENTS
Little Canada Road/Country Drive Intersection
Source: Biko Associates, Inc., August 22, 2018

Time
of Day
Eastbound Southbound Westbound Northbound
Left Thru Right Left Thru Right Left Thru Right Left Thru Right
AM
Peak
18 381 0 109 0 30 0 649 243 0 0 0
PM
Peak
26 810 0 283 0 19 0 562 159 0 0 0
