MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />Pursuant to due call and notice thereof a workshop meeting of the City Council of <br />Little Canada, Minnesota was convened on the 17th day of December, 2002 in the <br />Council Chambers of the City Center located at 515 Little Canada Road in said City. <br />DECEMBER 17, 2002 <br />Mayor Michael I. Fahey called the meeting to order at 6:30 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Mr. Michael I. Fahey <br />Ms. Beverly Scalze <br />Mr. Matt Anderson <br />Mr. Rick Montour <br />ABSENT <br />ALSO PRESENT: <br />Council Member <br />Mr. Jim LaValle <br />City Administrator Mr. Joel R. Hanson <br />Deputy Clerk Ms. Kathy Glanzer <br />CITY The purpose of tonight's workshop meeting is to conduct the City Administrator's <br />ADMINIS- performance evaluation. The Council began by rating the Administrator on <br />TRATOR'S Organizational Management. Fahey gave an "E" rating noting that the <br />PERFORMANCE Administrator has built and maintains a good team and sets high expectations. <br />EVALUATION Fahey noted that he received no significant criticism or complaints from the public. <br />The Administrator has also reassigned staff to meet needs or added staffin a cost- <br />effective way. Scalze provided an "E" rating and commended the Administrator for <br />the cohesive staff and his goal-setting follow-up. Montour provided an "E" rating <br />and commented that the Administrator does an excellent job of getting the most <br />productivity and quality of work out of a limited staff. <br />The next area rated was Fiscal/Business Management. The Mayor rates the <br />Administrator as "E" noting that he excels at finding cost-effective alternatives. As <br />an area for improvement, the Mayor recommended that the City eliminate the <br />broadcasting of workshops and that these dollars be reallocated to non-reflective <br />lighting. Scalze provided an "E" rating noting that the Administrator is always <br />looking for ways to share costs and provide services in an efficient manner. Montour <br />provided an "E" rating commenting on the City's strong fiscal management skills. <br />He recommended development of a strong fiscal package for the various <br />developments that occun~ed this year as well as continued emphasis on ]owering <br />expenses and cost cutting measures. Anderson provided an "E" rating noting that this <br />
