MINUTES <br />CITY COUNCIL <br />December 17, 2002 <br />area is definitely Joel's strength and that he is always looking for ways to save money <br />and find efficiencies. <br />The next area rated was "Relationship with Mayor/Council". Fahey rated the <br />Administrator at an "E" commenting on his effective teamwork that starts with his <br />relationship with the Mayor and Council. Scalze provided an "E" rating commenting <br />on his efforts to keep the Council and staff informed. She commented that she <br />appreciated the "Information Updates" provided by the Administrator and suggested <br />that these be continued if there was adequate time to do so. Montour provided an "E" <br />rating while commenting that communications are clear and concise, and the use of e- <br />mail has been positive. He suggested a monthly or quarterly recap of activities. <br />Anderson provided an "E" rating, noting that the Administrator is always available, <br />patiently answers questions, and makes recommendations and his reasons for doing <br />so, but does not fight against the Council if it decides otherwise. <br />The next area was Long Range Planning, and the Mayor provided an "M" rating. He <br />noted the goal setting session held earlier in the year, but that follow-up on this <br />session was not clear. Scalze provided an "E" rating and suggested more effort be <br />spent on measuring outcomes and the strategic planning process. Montour provided <br />an "E" rating indicating that the goal setting sessions have been helpful, and that the <br />Administrator is up to date on legislative activities and his follow through is good. <br />Anderson provided an "M" rating and indicated that he feels the City lacks a real <br />strategic planning process. He stated that he would like to see more suggestions from <br />other cities' experiences during the goal-setting workshop. <br />The next area was Relationship with Public/Public Relations. The Mayor provided <br />an "E" rating and noted that the staff projects a helpful and friendly image to the <br />public. Scalze provided an "E" rating noting the good job that is done with <br />neighborhood meetings and the town hall meeting. Scalze commended the <br />Administrator on his handling of the bus bench issue this past year. Montour <br />provided an "E" rating and indicated that because of Joel's efforts the Council has <br />maintained a positive image with the community. Anderson provided an "M" rating <br />an stated that he feels the City's public relations are good, but he does not feel this is <br />a high priority or real strength of the City. He suggested the use of press releases to <br />highlight positive stories, continue to expand the Web site, and promote/expand <br />neighborhood notification regarding issues before the Council. <br />The Council next reviewed Intergovernment Relations, and the Mayor provided an <br />"M" rating. He stated that the Administrator is a positive and effective influence <br />leader on the board for the contract cities with the Sheriff's Department and <br />maintains a good relationship with other govermnent officials. Scalze provided an <br />"E" rating and commended the Administrator for his role with the RCLLG and <br />Sheriff's Department. Montour provided an "E" rating and indicated that the <br />Administrator has been a key player on many intergovernmental agencies. Anderson <br />
