3 <br /> Spooner Park Improvements; City of Little Canada The benefits of the location shown in Exhibit 1a and items to consider are as follows: <br />· As the lot is positioned farther to the west the grading limits increase to obtain <br />the same size. The location shown does not require an extensive amount of <br />grading. <br />· The west edge of the parking lot lines up with an existing storm structure in the <br />south curb line of Eli Road. This allows for the extension of the minimum amount of <br />storm sewer needed to serve the lot. <br />· The more open tree area is used extensively during Canadian Days for parking <br />and booth area. Surmountable curb could be used in the lot to allow a smooth <br />transition from the parking lot to the grass areas surrounding it to provide easier <br />access. <br />· The heavily wooded area is largely unused for park functions. However, it does <br />provide the benefit of habitat for wildlife and screening from Centerville Road. <br />· The distance that the parking lot is located from the shelter will have some <br />effect on its usefulness in minimizing or eliminating on-street parking. The location <br />noted attempts to provide a balance between distance from the shelter and most <br />efficient use of the topography. <br /> <br />In summary, the construction of a stand-alone parking lot would provide for the <br />additional stalls needed to meet anticipated parking demands. <br /> <br />Play Area <br />There are two existing play areas in the park in close proximity to each other that are <br />200 feet downhill and <br />to the south of the <br />shelter. The play areas <br />serve two age ranges <br />of children. The play <br />area to the east (left in <br />the picture) serves <br />younger children in an <br />age range from 2 – 6 <br />and the west play area <br />(right in the picture) <br />serves slightly older <br />children in an age <br />range from 6 – 12. A <br />review of the park has <br />started a dialog on the <br />two play areas <br />including their current <br />location in the park, <br />general functionality, <br />and maintenance <br />needs. <br /> <br />
