6 <br /> Spooner Park Improvements; City of Little Canada ADA Accessibility <br />The proposed improvements to the play area and parking lot also spur a discussion on <br />ADA accessibility within the park. There is limited grade difference from Eli Road and <br />the parking lot to the Upper Shelter, however there is significant topographical relief <br />from the Upper Shelter <br />(916.0 elevation) to the low <br />side of the play area (901.0 <br />elevation). With this <br />elevation change the existing <br />park has limited ADA access. <br />The concrete sidewalk from <br />the parking lot to the Upper <br />Shelter meets current ADA <br />requirements. However, the <br />bituminous path network <br />around the shelter and the <br />path to the existing play <br />areas does not meet these <br />standards. <br /> <br />Depending on the location of each amenity in the park, it is estimated that <br />approximately 600 feet of bituminous trail will need to be reconstructed to provide an <br />ADA accessible path from the parking lot to the shelter and play area. Exhibit 3 is <br />attached that highlights the section of the path that will need to be reconstructed to <br />provide access to the amenities as proposed. <br /> <br /> <br />Volleyball Court <br />There is currently a sand <br />volleyball court located in <br />between the existing shelter <br />and the play area. The existing <br />court is in relatively good <br />shape, but some work is <br />needed, at a minimum, on the <br />barrier providing separation <br />between the sand and the turf. <br /> <br />One option reviewed was to <br />move the play area to the <br />general location of the sand <br />court and in return move the <br />sand court to the location of <br />the play area. It was <br />determined that the volleyball court is currently located in a good area as compared to <br />other available space. The court is relatively open around it resulting in minimal leaves <br />and downed branches into the court for maintenance purposes. Therefore, costs to <br />relocate it are not included as part of this report.
